Update dependency package for Windows

Description

Apparently the resize algorithm used is not good, and mipmaps aren't used either. See screenshot

The patch has been applied. I have updated the OSX dependency package; now the Windows dep package should be updated, and probably we should update the revision number we recommend (at this time I use irrlicht 3691)
