Error message when downloading YPOPs

When trying to download YPOPS, I get an error message saying "create process failed. Code 740, Required operation requires elevation."

Can you help me resolve this issue?

Is the issue on downloading it from our site or once YPOPS is installed on your system?

If the issue is our site, I need mroe data on the steps you are taking that are giving the error.
