email sent by SF contains utf8 and lacks charset specification

recently, the email was sent:
"SourceForge.net Update: 30 October 2009"
the header contains:
the body contains what looks like utf8:
"Create RIAs more quickly with the AdobeÂ® FlexÂ® software"
the header does not specify how to interpret non-ascii characters in the body, so they are ambiguous and meaningless. gmail guesses it's utf-8. mozilla thunderbird, however, shows it as iso-8859-1.
the line in the header should be:
Content-Type: text/plain; charset=utf-8
