I am unable to upload any packages, and it seems that I have created an entirly empty package

Description

I would like to upload the tar.gz of the sourcecode that I have developed for my project, but I haven't even been able to upload anything, I can't even find the means to do so. I went through the help step-by-step, but when it came to my finding the upload package button I couldn't find one, and the one that I thought was for uploading files just disappeared without opening a file-choice dialog. I'm really sorry about being troublesome but I just can't seem to be able to find the means to upload my files.
