license filter under advanced search (for projects browser) gives "no results"

Description

On trying to browse the projects by using the license filter "no results found" is shown for all licenses (except BSD) under OSI approved licenses. This behavior is reproduced for all the categories.
For example if I select "development" category and apply the filter for GPLv2 license I get "no results found".

This issue was fixed for some other filters, but the fix didn't seem to reach these particular filters as well, so I'm re-raising it to our engineering team here: https://sourceforge.net/p/allura/tickets/4695/
