Files download area won't display our Release Notes

I don't understand what algorithm you guys are using to display the release notes in the Files download section of a project, but it is seriously broken.
This is what users see when they go to download:
_ReadMe.pdf cannot be displayed here, do you want to download it?
Of course a PDF file is not going to be displayed there. Plain as day in the list of files is ReadMe, a text file that is meant to be displayed.
Really what we want displayed is the ReleaseNotes file. It's bad enough that we can't choose the file we want displayed. I copied the ReleaseNotes file to ReadMe to get it displayed. The ReadMe.pdf file is something our users expect to see and be able to download. Last time I tried to do a release I was able to get rid of that stupid warning by renaming ReadMe.pdf to _ReadMe.pdf, then it displayed the ReadMe text file. But I had to answer over 200 e-mails asking me where they could get ReadMe.pdf, all they see is _ReadMe.pdf.
I don't want to change the name of that file again and have to answer another 200 e-mails.
Why doesn't the site pick the ReadMe file to display? Why does the site pick _ReadMe.pdf over ReadMe ?????
