Mysterious 'delete project' functionality sometimes visible on project control panel

Description

I seem to have found a bug:

1. Create a new-style project.
2. Go to the control panel. Note that the 'summary' and 'description' fields are empty.
3. Set the project status to 'abandoned'. Press SAVE.
4. As expected, a red marker appears next to 'summary' indicating that I need to enter data there. But a radio button for 'delete project' has appeared to the right.

There appears to be some user interface attached to the radio button, but it doesn't seem to do anything. That said, I did once manage to get it to tell me that I wasn't allowed to undelete a deleted project, so who knows what was happening there.
