(Old) forum post titles are truncated - even if the title textbox has limited number of characters

Say, I'm using the ngspice-users forum:
When I want to post, there is a "Add a Topic" form at the bottom of page, with a title textbox, and a body textarea.
The title textbox is limited to 45 characters:
0 1 2 3 4
... and I do try my best to make everything fit inside.
So I make a post, and want to title it "MWE: Variables&vectors - get last timestep" which is 32 characters long - it passes, however, now the title of the post ends up as "MWE: Variables&vectors - get last ti..." ???
Why are those ellipsis dots added to the title - when I should have been under the 35 character limitation? I try to write the titles so in spite of the limitation, they are still search engine friendly - and this ellipsis messes even that up ?!
Is there a way to write forum post titles, so you know exactly what the post title will come out as?
