Fix "Last Update" on project summary page

The "Last Update" date on the project summary page is not very helpful. I think it should reflect only the last file release date. Some people (#22536) think it should count SCM commits too, which would help developers. Currently, it does not seem to count SCM commits, and does count project meta information updates (which can be triggered by just clicking on the Update button on the project settings page, without changing anything).
For reference, see the Sourceforge blog article https://sourceforge.net/blog/improving-project-visibility/ (see item 6, and the article comments). The last file release date is a very important indicator of project currency, but that is hard to get from Sourceforge. The "Last Update" date currently shown is not a good indicator of anything, mainly because it includes project meta-information updates.
