Is any necessity to build the jar containig the interfaces when there is a change only in the jar containing implementaion of that interface.

we packaged interfaces and implementing java files in two different jars. Previously if we make any changes to implementing java files , we use to build only that jar. For one particular bug fix if do not build both jars even if we made changes only to implementing java files , those changes are not reflected.We are using Pro guard 4.5.1.GA to obfuscate our code. Is this known issue ? or Are we missing some thing?
