XML export seems to maim Unicode characters

In a comment to an issue in a tracker, there's an em-dash character (U+2014). It works fine in the web interface: https://sourceforge.net/tracker/?func=detail&aid=2577045&group_id=185457&atid=913353

However, in the XML export of the project, it becomes this gibberish:
