water rendering bug (no shaders, no refraction)

Hi, i had a search for any similar reports could not find anything identical to this, forgive me if this is already reported.
It seems to happen on all maps with water, when i run around or view from spectator the white squares on the water texture flash their way all over the surface of it, and it can be quite distracting during a match. I have noticed if i do turn shaders on, while refraction is still disabled... the water looks fine, though i can't keep a steady framerate with shaders enabled, so its a bit of a nuisance to use as a workaround.
