[PATCH] mkpackage customizable compression level

Currently (r16135) mkpackage always uses maximum compression level when producing package. It allows to generate package of minimal size, but greatly increases compression time.
My build host is rather slow and long compression time is an issue for me. I want to reduce package building time, but I don't want to turn off compression completely.
In the attached patch, I implemented additional --zip_level option which allows to choose what compression level to use. With the patch, if somebody wants to use other than default (-9) compression level, he may add to his .garrc something like:
EXTRA_MKPACKAGE_OPTS += --zip_level 1
I find this feature quite useful in development environment. Hope you find it useful too.
