New users should show only show up after activation

Description

Currently whenever a user registers at the site, the What's New section notifies everyone that a new user has joined.

We should change this so it only shows up after that user has been activated.

A new field for active date is needed

or

Update the joindate to the date the user was activated.

If we don't do one or the other, then the possibility that the user is activated 31 days after he joins and thus will not show up on the homepage. No notification will be given.
